DAVAO CITY- In order to efficiently provide assistance to displaced higher education institution (HEI) teaching and non-teaching personnel, representatives from the different regional offices of the Department of Labor and Employment (DOLE) together with the Bureau of Local Employment (BLE) K to 12 DOLE- Adjustment Measures Program (AMP) Team have recently conducted a Database System Trainers’ Training.

The training, held last June 28, 2016 at The Pinnacle Hotel and Suites, seeks to prepare all regions on the guidelines and database system operation for the program.

BLE set the training for the continuous conduct of the K-12 DOLE AMP pursuant to the implementation of the Labor Management and Component of Republic Act No. 10533 or the Enhanced Basic Education Act of 2013 (K to 12 Program) which took effect on July 15, 2014.

The program’s goal is to give assistance to displaced HEI teaching and non-teaching personnel, regardless of tenure and position, caused by the implementation of K to 12 Program.

In his opening message, DOLE XI Regional Director Joffrey M. Suyao stressed the importance of understanding the function of the database in line with the implementation of the program.

It is important that we understand this (database) as the database will provide the necessary information of our clients under the program,” said Director Suyao.

 “The DOLE Adjustment Measures Program is really a facilitation program, not only to provide financial aid at times that the beneficiaries have no income but with the aim to facilitate employment whether it will be for self or wage employment,” he added.

The DOLE- BLE K to 12 AMP Team is composed of the Chief of Employment Service and Program Monitoring Division Jose S. Sandoval, together with Program Deputy Manager Dr. Carmelo Marollano, Carl Sean E. Pablico, Erwin P. Cruz and Lei Anne V. Quinto.

During the training, the participants were informed on the K to 12 DOLE AMP updates, orientation on the program’s nature, proceedings on the beneficiaries’ applications, steps for the database profiling and necessary revisions and concerns in making the program efficient.

As of June 2016, it has been reported that 155 HEI personnel have been terminated. The figure is an aggregation of the five provinces: NCR, Region II (Cagayan Valley), Region III (Central Luzon), Region VI (Western Visayas) and Region X (Northern Mindanao). In this regard, an increase of the figure is expected as the program has been starting.

“There are a lot of workers that will be displaced. Marami pa ang displaced na hindi covered ng ETRs (Establishment Termination Reports). A lot will still be displaced who will not be covered in the submitted ETRs,” said Sandoval.

Moreover, there will be a three Inter-Agency Roadshows specifically in Luzon, Visayas and Mindanao before third quarter of this year in coordination with DOLE partner agencies.
