The Regional Tripartite Industrial Peace Council-Tripartite Executive Committee (RTIPC-TEC XI) of the Department of Labor and Employment Davao Region (DOLE-XI) recently approved a resolution identifying the members of the Regional Tripartite Monitoring Body (RTMB XI) for this region.

Resolution No. 1 Series of 2015 otherwise known as “A Resolution to Reconstitute the Regional Tripartite Monitoring Body XI was signed into approval by the RTIPC-Tripartite Executive Community during its conference last June 17, 2015.

In the resolution, the RTMB XI shall now be composed of the Vice-Chairs of the Labor and Management of the RTIPC XI, the Vice-Chairs of the Labor and Management of the Industry Tripartite Council concerned, the regional director of the National Conciliation and Mediation Board XI (NCMB XI), and the Executive Labor Arbiter of the National Labor Relations Commission XI (NLRC XI) with the Regional Director of DOLE XI as the Board Chairperson.

Meanwhile, the Technical Services and Support Division (TSSD) of the DOLE XI shall serve as the Secretariat.

DOLE XI RTIPC/RTMB XI focal Dominique Nazario said the RTMB XI was previously composed of the committees under the Rights of Work Committee (RWC) of different industries. But the members were trimmed down so it can deliver its services efficiently to affected industry with International Labor Organization (ILO) labor-related cases.

“The reconstitution of the RTMB XI members is a move to strengthen the foundation of the body in order for it to efficiently perform its function” said Nazario.

“It is the RTMB’s role to ensure the application and implementation of International Labour Standards in the region, verify and/or document allegations of threats, intimidation and harassment of trade unionists in the region, conduct monitoring and processing of complaints among others,” said DOLE XI  Regional Director Joffrey M. Suyao.

He said that the RTMB XI is created pursuant to Department Order No. 140-14 on the Application and Implementation of the International Labour Standards, particularly ILO Convention No. 87 on Freedom of Association and Protection of the Right to Organize.

“The tripartite monitoring body will serve as a sub-committee of the RTIPC-XI which was organized as a continuing forum for tripartite advisement and consultation in aid of streamlining the role of government, empowering workers’ and employers’ organizations, enhancing their respective rights, attaining industrial peace and improving their productivity,” he added. (Roberto A.
