Relative to the continuous implementation of the Skills Registry System project, the Bureau of Local Employment thru DOLE XI identified 8 sites for its 2nd Wave implementation of SRS project in the following areas: Panabo City, Island Garden City of Samal, Digos City, Mati City, Sta Cruz and Malalag, Davao del Sur, and Nabunturan and Monkayo in Compostela Valley Province.
Tagum City was the pilot area of implementation in August 2009 and the 1st wave of project implementation was in Davao City in May 2011. The cooperation of LGU Officials and efforts of the PESO make our system in place. The system contains more than 10 thousand live registry.
A 5-year project of the Department of Labor and Employment, SRS was established in 2008 with the main objective of establishing and maintaining a continuing nationwide manpower skills registration system with the enhanced PHIL-JOBNET as the repository of the Registry. The Registry of Skills is a roster of active manpower supply that shows information on the qualifications and skills of registrants which are either formally acquired in school or gained through experience. With a computerized system, this Registry of skills can be readily accessed by clients or interested parties through an information highway that is available all through out the country. In addition, a database on job posting of employers shall also be maintained and be made available to indicate the current demand for labor. Other databases of DOLE agencies such as the POEA, OWWA, TESDA and PRC shall be in harmony with the PHIL-JOBNET databases to facilitate flow of information about the Philippines’ labor demand and supply.
To ensure full support and cooperation of the LGU Officials particularly the Barangay Captains and the PESO Managers of the respective Municipalities, a Memorandum of Understanding was signed on the 1st week of September 2011 and the same was presented to the Honourable Secretary Rosalinda Dimapilis-Baldoz on September 21, 2011 during the activity on Social Partnership for Effective labor Governance held at the Grand Men Seng Hotel in Davao City.
The launching of program started on October 18, 2011 in Malalag, Davao del Sur covering 15 barangays while in Sta. Cruz, Davao del Sur, it was held on October 19, 2011 with 18 barangays involved, other launching schedules were as follows: Digos City on October 20, 2011 with 26 barangays ; Panabo City on October 21, 2011 benefitting 40 barangays; Nabunturan, Comval Province on October 26, 2011 with 28 barangays; in IGACOS on October 25, 2011 with 46 barangays involved; Monkayo, Comval Province on October 27, 2011 with 21 barangays; and in Mati City on November 4, 2011 with 26 barangays covered. Part of the launching activity is the turn over of DOLE’s donation of the following equipments: one (1) set of desktop computer, one (1) laptop, one (1) scanner and one (1) printer per municipality involved to facilitate access of registrants and submission of reports to the DOLE Provincial Offices.
The success of the registration system of manpower skills would hinge on how efficient the PESOs are in monitoring the implementation of the SRS which includes to a large extent the full support of the local government officials from the Mayor down to the Barangay Captains.
