To strategically strengthen its overall operation and provide a firm footing for continual improvement, the Department of Labor and Employment XI has established a Quality Management System (QMS) integrating the requirements of ISO 9001:2015 in its labor and employment programs and services.
The attainment of this goal is on the strength of the constant collaboration among the men and women of the Office, from the top management to the program implementers. And one of the significant players in realizing this objective is the DOLE XI Technical Services and Support Division (TSSD) which provides technical assistance to Field Office counterparts in the implementation of programs and services. Regional program holders oversee the so-called A-Z procedures in every program to ensure compliance with its guidelines.
As identified by the TSSD, one of the major components in program implementation is the conduct of meetings to gather timely updates/status and provide actions to address concerns and issues that may arise along the way.
While it is the role of the chairperson/committee head to steer the meeting, unprecedented circumstances may force the regional program holders to take over the former’s functions. On that account, the TSSD conducted a capacity building on parliamentary procedures to equip the regional program holders in governing meetings within and outside the organization.



Headed by Chief Paul V. Cruz, a total of 23 TSSD personnel attended the activity which focused on fundamental principles of parliamentary procedure. Atty. Jive D. Gumela, the resource speaker, covered various topics such as meetings and sessions, quorum, order of business, debates, votes and voting, committees, and committee reports.
The participants were enlightened on the importance of parliamentary procedure as part of a successful implementation of programs and services. “It helps people in reconciling their views and in arriving at clear solutions to the many complex problems that arise in their social life,” Atty. Gumela shared.
The capacity building activity was also intended for second liner TSSD personnel to prepare them as the future regional program holders.
Regional Director Atty. Randolf C. Pensoy expressed his appreciation for the initiative of the TSSD to develop its personnel as they play a key role in carrying out the programs and services of the department effectively and efficiently.
With the same objective, the Office also conducted a training-workshop to enhance the capacity of its personnel in audit and investigative procedure. Some 50 internal auditors and members of technical working groups of the DOLE XI Quality Management System (QMS) and Occupational Health and Safety Management System (OHSMS), led by DOLE XI Assistant Regional Director and Quality Management Representative Atty. Jason P. Balais, participated in the activity on August 23-25, 2022 in Mati City, Davao Oriental.



The training-workshop also intended to review the effectiveness of ISO 9001:2015 and 45001:2018 standards in the implementation of the DOLE Integrated Livelihood and Emergency Employment Program (DILEEP) while enhancing its personnel’s understanding towards existing laws and policy in the implementation of various labor and employment programs consistent with the commitment to comply with ISO standards.
